If you choose to auction the property in lieu of buying it at face value, any player may place any bid as long as they are capable of making that bid. Extending your example, if your opponent has $180 and you have $300, he may for example, mortgage his deed of Boardwalk, giving him $ 200. Thus, he would be allowed to bid up to $380. Essentially, you can't force someone to allow you to get a deal on a property just because they don't have cash.
